In reaction to the events of 9 December, when Azerbaijani tanks shelled positions in Nagorno-Karabakh for first time in 20 years, killing one soldier, Frank Engel stated:
I am revolted by the most recent attack of Azerbaidjan on Nagorno Karabagh, during which an Armenian soldier was killed. For the first time since the ceasefire, Azerbaidjan used tanks to fire – a clear indication that there is not the slightest inclination on the Azerbaidjani side to reach a peaceful solution to the NK conflict. Azerbaidjan has been gearing up for war for a long time, and its intention is to go to war. Europe must realise that any co-operation it still entertains with the this country is co-operation with a country intent on military confrontation and action against a neighbour. The behaviour of the Baku authorities is repugnant and condemnable by any human standards.
